The school portal of the Ministry of Education, Science, Culture and Sports is a comprehensive online resource intended for educators and teachers. The document center of the School Portal contains information on all segments of educational work.
MEIS portal enables data entry and access to information from the database of the Information System of the Montenegrin Education system. The portal is intended for teachers and management of educational institutions, employees of the Ministry of Education, Science, Culture and Sports and other institutions dealing with education, and institutions in other ministries.
The Ministry of Education, Science, Culture and Sports, with the support of the UNICEF office in Montenegro, created the School Statistics portal, where you can find statistical data in the field of education, segmented by levels of education and educational institutions. In the closed part of the portal, institutions have access to detailed statistics and can analyze a much larger amount of data.
A service that provides a detailed insight into the network of educational institutions in Montenegro. The website contains all the necessary information, including precise GPS coordinates, locations, addresses and detailed contact information of all educational institutions in Montenegro, as well as a diagram of the educational system.
On the website www.skolskamreza.edu.me you can get basic information about educational institutions in Montenegro. It contains information on the number of educational institutions in Montenegro, at all levels of education. In addition, there is information by municipality. For each institution, information can be obtained on the exact name of the institution, regional offices of the institution, physical address, telephone and fax number, e-mail address, location where the institution is located, etc.
On the map of Montenegro, all facilities that belong to educational institutions are marked, whether they are active facilities where classes are held or inactive ones, where classes are no longer held. Each type of institution or regional unit bears a different graphic designation, so it is easy to see whether a part of a city or state is more covered by main units or regional units.
On the web page, there is a possibility of displaying all facilities, but also displaying only certain facilities, depending on the need. Facilities for only one level of education can be shown (e.g.: only primary schools) or the facilities of only one municipality.
The map can be displayed in full screen, which gives better visibility. The display on the site can be in the form of a map or a satellite display.
On this website, it is possible to type the names of two schools, and to show the distance between them in kilometers, as well as the estimated time required to get from one school to another and a more detailed description of the route.
The map shows all public and private educational institutions, including secondary schools (preschool institutions, primary schools, secondary schools, resource centers and music schools).
The Covid-19 and education website on the School Statistics portal provide detailed weekly statistics on Covid-19 infection by level of education, as well as information on the organization of the educational process in a pandemic, educational content and health protection measures in schools.
The new portal Gradebook enables parents to monitor the grades, absences and behavior of their child, as well as the pronounced correctional measures and grades from the external knowledge test. This portal also allows parents to communicate with the class teacher and offers information about scheduled parent meetings, as well as other information.
The Ministry of Education, Science, Culture and Sports, with the help of the UN offices in Montenegro, has prepared an electronic platform for enrollment in preschool institutions, primary and secondary schools, but also in primary music schools, which greatly simplifies the enrollment procedure.
Procedure for enrollment of children in preschool institutions:
The enrollment of children in a preschool institution is prescribed by the Law on Preschool Upbringing and Education ("Official Gazette of the Republic of Montenegro", No. 64/02, 49/07, "Official Gazette of Montenegro", No. 80/10, 40/11, 40 / 16 and 47/17) and the Rulebook on the detailed manner, procedure and criteria for enrollment of children in the institution that conducts preschool education and upbringing ("Official Gazette of Montenegro", No. 21/12).
Preschool education covers all children until they enroll in primary school.
Preschool upbringing and education is conducted in a preschool institution, depending on the age of the children, in nurseries and kindergartens. Children up to the age of three stay in nurseries, and children from the age of three until they start primary school stay in kindergartens.
The parent has the right, in accordance with the interests and needs of the child, to choose the program of upbringing and education of the child. Types of educational programs are: primary, short and specialized program. The primary program is organized as a full-day program lasting from six to nine hours or as a half-day program, lasting from four hours to six hours. The shorter program is conducted in the duration of three hours, and the specialized program in the duration of up to four hours.
The institution is obliged to offer an English language program to children from the age of three until they start school, in accordance with the parents' decision.
In the preschool institution, educational groups are organized depending on the age of the children and the educational program.
As a rule, interactive services are organized in the institution that provides services for remote rural areas. Interactive service, through home visits to families and children in a remote rural area, gives instructions to parents, promotes and implements programs and activities related to child development, etc.
Before including a child in the educational unit, the parent should: submit a medical certificate for the child, sign a statement of authorized persons who can take the child from the institution and conclude an agreement on mutual rights and obligations between the parent and the institution.
The costs of stay and meals, i.e. the child's stay in the institution, are paid by the parent in accordance with the contract which regulates the mutual rights and obligations between the parent and the institution.
The costs of stay and meals, i.e. the stay of the child of a single parent in the institution, is paid by the single parent in the amount of 50% of the costs of stay and meals, determined by the governing body of the institution, with the consent of the Ministry.
The costs of stay and meals, i.e. stay of a child without parental care, a child whose parents are beneficiaries of financial family allowance and a child from the most vulnerable groups of the population are paid by the center for social work in the territory of which the child or parents have residence.
Procedure for enrollment of children in the first grade of primary school:
Enrollment of students in the first grade of primary school is prescribed by the Law on Primary Education and Upbringing ("Official Gazette of the Republic of Montenegro", no. 64/02 and 49/07 and "Official Gazette of Montenegro", no. 45/10, 40/11, 39/13 and 47/17).
Primary education and upbringing is mandatory for all children aged 6 to 15. Enrollment in the first grade of primary school is conducted, by rule, in April each year, based on a medical examination.
Children who will turn six in the calendar year in which they start attending school are enrolled in school.
Enrollment in school is preceded by a mandatory systematic/general examination by a chosen pediatrician.
A child may be granted enrollment in school before the age of six, at the proposal of the parent, and with the approval of the enrollment committee.
At the proposal of the competent health service or a special commission, the beginning of school may be postponed by one school year for a particular child ar, with the consent of the parents, if it is determined that the child is not ready to go to school. The commission for postponing enrollment in the first grade is appointed by the school director, and it consists of a psychologist, an educator and a teacher.
The school is obliged to submit a report to the competent inspection against the parents of a child who is not enrolled in school, i.e. does not fulfill the primary school obligation.
After enrollment, student classes are formed in accordance with the norms.
The school is obliged to organize a morning stay for first grade students. In accordance with its capabilities, the school organizes an extended stay for students. As part of the extended stay, students are provided with someone to take care of them, and during this period various sports, cultural and artistic activities take place, as well as studying, doing homework and fulfilling other obligations, in accordance with the rules of the school.
Appointments for the enrollment of students in the first grade can be done at school or through the electronic service www.upisi.edu.me.
The state administration body responsible for the registry of citizens is obliged to submit to the local government body responsible for education (municipal authority) a list of children who reached the age for school from settlements that belong to the school area. The municipal body is obliged to submit the list of children to the school, as well as to determine the settlements that belong to the school area.
Procedure for enrollment of children in the first grade of secondary school:
The enrollment of students in the first grade of secondary schools is prescribed by the Law on Gymnasium ("Official Gazette of the Republic of Montenegro", no. 64/02 and 49/07 and "Official Gazette of Montenegro", no. 45/10, 39/13 and 47/17) and Law on Vocational Education ("Official Gazette of the Republic of Montenegro", no. 64/02 and 49/07 and "Official Gazette of Montenegro", no. 45/10, and 39/13 and 47/17).
Candidates who have completed primary school and who are not older than 17 at the time of application can apply to the call for enrollment in the first grade of secondary school.
During the period for submission of applications for enrollment in school, the commission is obliged to publish an updated ranking list of registered candidates every day in order to inform them about their place on the ranking list. The ranking list is published on the school bulletin board and contains for each candidate: name, name of parent or guardian, surname, number of points acquired individually for each of the criteria evaluated for enrollment and total number of acquired points.
